- has shown to be a group leader capable of management and organization
Application Requirements:
- has Veteran
- has ownership of a town, which is a collection of buildings with a town hall, a town square, a shop and plots for over 3 other residents
- must use parent and sub-regions to protect and allocate plots and public areas
- town is only established when over 3 active players, not including the Mayor-candidate, have moved into the town for over 1 week
- must gain letters of recommendation from 3 individual residents to be stored in a chest at the town hall
